Is there a such thing as getting money for adopting a child who doesn't have problems?

I'm asking because I know someone who was told that they were adopted and they're "adoptive parents" were getting paid. This person got health insurance through the state she lived in and her parents received a monthly check of over $50 from that state. Was she really adopted or was she a foster child?
