Why the 60 years of independence failed to make any social, economic change in daliths(untouchables) in India?

EVEN THOUGH RESERVATIONS WERE IN FORCE FOR 60 YEARS AFTER WE GOT INDEPENDENCE, THERE WAS NO CHANGE IN THE SOCIAL, ECONOMIC, POLITICAL STATUS OF THE DALITHS(UNTOUCHABLES) OF INDIA.THE SON OF A COBBLER IS STILL A COBBLER. EVEN NOW, TWO GLES SYSTEM IS FOLLOWED IN VILLAGES. EVEN THE GOVERNMENT IS CONSTRUCTING HOUSES TO DALITS SEPARATELY OUT SIDE VILLAGES.THE DALITHS WON ONLY IN THE SEATS RESERVED TO THEM. EVERY TIME THE DALITH PARLIAMENT MEMBERS ELECTED ON BAHUJAN SAMAJPARTY WERE SOLD TO OTHER PARTIES.60 YEARS OF INDEPENDENCE DID NOT GUARANTTEE A DALITH TO WIN IN GENERAL SEAT.EVEN THEIR REPRESENTATIVES ARE BECOMING MORE LOYAL TO UPPER CASTE HINDUS AND ARE ASHAMED TO MINGLE WITH DALITHS.THE COLLECTOR, WHO OCCUPIED THAT SEAT DUE TO RESERVATION POLICY, DOES NOT HAVE INCLINATION TO MOVE WITH OTHER DALITHS.WHAT ARE THE SOLLUTIONS YOU OFFER FOR THE EQUAL BETTERMENT OF THE DALITHS.? HOW TO REMOVE THIS SOCIAL MENACE? WHAT ARE THE OPTIONS LEFT BEFORE THE DALITHS?
