Final Fantasy XII: What level should I be at during this point of the game?

I just defeated Judge Bergan at Mt. Bur-Omisace, that's where I'm currently at. I did just try to do a few hunts, but I can't even come close to beating the White Mousse hunt. I'm at Level 26 with one half of my party, and 24 with the other half.
